General Overview

Meter Data Analyst I

 

At an entry level, provides research and data analysis on electric metering to other LCRA departments as well as wholesale electric customers, by retrieving data from metering points, validating the data for accuracy, and performing medium to complex edits, as necessary.  Develops and maintains positive and effective customer relationships along with communicating and presenting LCRA energy data to wholesale customers.  This position develops competence by performing structured work assignments and receives instruction, guidance and direction from supervisor, manager and/or more experienced colleagues. 

  • Performs daily verifications, estimations and edits of revenue meter data utilized for producing LCRA’s wholesale power bill.  Studies graph patterns, learning typical patterns, in order to recognize data abnormalities 
  • Assists with billing processes to produce settlement/billing quality data upload to internal/external customers. 
  • Works closely with more experienced employees in order to verify data integrity and runs analyses to ensure accuracy of data before populating the electric wholesale billing system. 
  • Monitors call scheduling for remote interrogation of revenue meters.
  • Interfaces with customers in person and on the phone responding to data questions, problem solving or providing additional information to better support their business needs.
  • Assists more experienced technicians with troubleshooting problems, and coordinating work schedule for maintenance and/or repair of field devices. 

Meter Data Analyst II

 

At an intermediate level, provides research and data analysis on electric metering to other LCRA departments as well as wholesale electric customers, by retrieving data from metering points, validating the data for accuracy, performing medium to complex edits, as necessary. Develops and maintains positive and effective customer relationships along with communicating and presenting LCRA energy data to wholesale customers.  This position utilizes knowledge and experience in own discipline but is still building higher-level knowledge and skills.  Receives a moderate level of guidance and direction from supervisor, manager and/or more experienced colleagues. 

  • Performs daily analysis of graphs and validations for all LCRA meters to detect existence of data anomalies.  Performs edits of revenue meter data, using established tools, for consistent loads in order to produce LCRA’s wholesale power bill. 
  • Performs billing process to produce settlement/billing quality data upload to internal/external customers 
  • Recognizes typical graph patterns of meter data, and researches atypical data using established tools, such as netting schemes, redundant meters, System Operations Control Center (SOCC) reports, outage reports and calls to customers' metering groups.
  • Runs forecasting report, using MV-90 and exports to Lodestar, the billing system.
  • Researches forecasting anomalies using graphs, validations and nets that are run out of MV90 and correlating daily reports from SOCC.
  • Interfaces with customers in person and on the phone responding to data questions, problem solving or providing additional information to better support their business needs.
  • Escalates complex situations to more experienced employees.
  • Troubleshoots problems, and assists in coordinating work schedule for maintenance and/or repair of field devices. 
  • Logs edits for documentation in database logs and spreadsheets.
  • Executes customer reports using MV90 to aggregate data, and determines what format to use to compile, based upon customer needs.
  • Diagnoses and troubleshoots basic MV-90 related problems and interfaces with vendor as necessary.

 

 

Meter Data Analyst Sr

 

At a senior level, plans, organizes and coordinates major meter data projects.  Provides research and data analysis on electric metering to other LCRA departments as well as wholesale electric customers, by retrieving data from metering points, validating the data for accuracy, performing medium to complex edits, as necessary.  Develops and maintains positive and effective customer relationships along with communicating and presenting LCRA energy data to wholesale customers.  This position utilizes in-depth knowledge of best practices and experience in own discipline to provide and improve services.  Takes a new perspective to solve complex problems.  Works independently and receives minimal guidance.  Acts as a resource for colleagues with less experience; may direct the work of other staff members. 

  • Leads billing processes to produce settlement/billing quality data upload to internal/external customers.
  • Performs complex research that is escalated from less experienced technicians.
  • Consults with and researches issues in regards to customer complaints (billing), load forecasts (GenDesk), and Electric Reliability Council of Texas (ERCOT) discrepancies (settlement).  Provides final analysis.
  • Builds and maintains forecasting zones defined by ERCOT in the summary mapping section of MV-90.
  • Identifies the appropriate data export format for internal and external customer data inquiries.
  • Researches load forecasting anomalies and compiles load forecasting report for GenDesk.
  • Builds and maintains various summary mapping reports in MV-90.  Ensures transmission system changes are updated in MV-90 and appropriately captured in summary mapping programs.
  • Analyzes revenue meter data for inconsistent loads, extended durations, un-netted and/or non-redundant data sets.
  • Utilizes specialized data estimation and data mining programs for researching anomalies and preparing data reports.
  • Analyzes meter data for accuracy and determines the correct estimation algorithm to perform estimates or adjustments utilizing ERCOT VEE protocols, if required.
  • Verifies meter configurations and creates MV-90 system master files to perform meter interrogations.
  • Identifies meter hardware/software failures, communication errors, data overflows, and CT/PT failures and coordinates with metering and other groups to resolve
  • Executes customer reports using MV-90 to aggregate data, and determines what format to use to compile, based upon customer needs.
  • Provides day-to-day guidance and direction to less-experienced team members.
  • Completes/updates ERCOT MDAS forms for EPS meter installation/changes
  • Diagnoses and troubleshoots MV-90 related problems and coordinates with vendor as necessary.

Minimum Qualifications

Meter Data Analyst I

 

One or more years of experience in data collection, data manipulation, database software, data analysis, or electric utility operations.  A degree(s) in applied sciences, electrical power, electronics, engineering, or computer science or relevant field or equivalent experience or relevant field may be substituted per LCRA guidelines for certain years of experience.

 

Meter Data Analyst II

 

Three or more years of experience in data collection, data manipulation, database software, data analysis, or electric utility operations.  A degree(s) in applied sciences, electrical power, electronics, engineering, or computer science or relevant field or equivalent experience or relevant field may be substituted per LCRA guidelines for certain years of experience.

 

Meter Data Analyst Sr

 

Five or more years of experience in data collection, data manipulation, database software, data analysis, or electric utility operations, including experience with MV-90 specifically using summary mapping, data aggregation and master file maintenance components.  A degree(s) in applied sciences, electrical power, electronics, engineering, or computer science or relevant field or equivalent experience or relevant field may be substituted per LCRA guidelines for certain years of experience.
