General Overview

Manages and directs overall activities of staff within the Workforce Digital Services department.  Develops strategy and provides a roadmap for future direction, deployment and use of technology equipment, and support services that meet the IT needs of the company.  Responsible for end-user workforce technology, records management, contract administration, and the IT service and support center, which provides service desk, desktop support and software application administration. 


  • Provides leadership and direction to staff. Hires, trains, assigns work, evaluates and manages performance, determines compensation of subordinate staff in compliance with human resources policies and handles all aspects of staff supervision.
  • For department and staff reporting to this position, develops strategic and operating plans, goals, objectives, priorities and procedures that are in alignment with the strategic goals and objectives of the LCRA.
  • Develops digital strategies that deliver product and service solutions to the LCRA workforce.
  • Leads staff in developing a plan for supporting technology and identifying new technology to be used by LCRA workforce.
  • Develops and manages the department budget, including technology equipment, hardware and software applications, and multi-function devices. Ensures expenditures are appropriate and within approved budget.
  • Ensures appropriate processes, procedures and records are defined and maintained within the department.
  • Develops a framework to evaluate the department's capabilities and establishes a roadmap for increasing levels of service.
  • Keeps abreast of new and emerging technology trends and makes recommendations on possible benefits and use by LCRA.

Minimum Qualifications

Twelve or more years of experience in information technology support and services.  A degree(s) in information technology, computer science or relevant field may be substituted per LCRA guidelines for certain years of experience.
