General Overview

Strategic leader of the project management department with responsibility of managing and directing the overall activities and future development of the project management function at an enterprise level. Develops and implements strategic vision in alignment with overall company objectives, mission, vision and values. Partners with leadership to define, prioritize and develop projects and programs according to LCRA business priorities. Provides strategic and operational leadership to create a flexible project management culture focused on achieving the successful completion of projects and programs in alignment with customer expectations. 


Has accountability for developing, directing and executing programs and practices in a dynamic, transformational environment. Provides the leadership and subject matter expertise to assure the consistent execution of departmental and organizational strategy. Drives the project services team to work collaboratively across all levels and departments of the organization and ensures effective project reporting and a seamless transition of work activities to execute operations functions.


Establishes direction, identifies projects, resolves conflicts and facilitates communication between executive management, Project Managers, work package managers, customers, outside utilities and other entities. Serves as a key contributor in prioritizing projects, resource allocation, and establishing overall schedules. Monitors portfolio of projects and ensures adequate internal controls are in place. Provides direct support for LCRA legal and regulatory matters including providing verbal and written testimony and making presentations to regulators and/or the public.


  • Responsible for overall direction of Project Management by establishing and monitoring a portfolio of projects and by providing services to portfolio projects such as guidelines, policies, planning, scheduling, estimating, cost and risk assessment. Acts as focal point for capital improvement projects and for O&M projects managed through Project Management.
  • Demonstrates ability to foster effective relationships, advocates the use of project management best practices and progressive, cost-effective methodologies, as well as executes core business processes for the organization with a hands-on, consultative approach.
  • Manages the financial aspects of department with a focus on fiscal responsibility and cost-consciousness and in accordance with applicable policies.
  • Maintains frequent and effective communication with executive management.
  • Provides leadership and direction to supervisors and staff. Hires, trains, assigns work, evaluates and manages performance, determines compensation of subordinate staff in compliance with human resources policies and handles all aspects of staff supervision. Maintains awareness of department issues and responds to employee needs and concerns. Communicates with employees to ensure accurate and timely dissemination of information.
  • Establishes metrics, key performance indicators and service level agreements for driving the performance of Project Management. Monitors and analyzes performance metrics, sharing results as appropriate.
  • Ensures consistency of processes across projects and ensures customer satisfaction with projects.
  • Ensures appropriate processes, procedures and records are developed and maintained within the department.
  • Develops new policies and procedures as necessary to ensure successful implementation projects and ensures adequate internal controls are in place to monitor projects.
  • May prepare Board agenda items and make presentations to the LCRA Board of Directors.
  • Travels independently or with a small team to project sites as needed.
  • Provides direct support for LCRA legal and regulatory matters including providing verbal and written testimony and making presentations to regulators and/or the public and provides information in response to requests for information and public records requests.

Minimum Qualifications

Twelve or more years of business experience including five or more years supervisory experience and five or more years experience in directing and managing complex projects including project controls and work package management. Degree(s) in project management, business, finance, economics, engineering, construction management, math, science, computer science, information technology or relevant field may be substituted per LCRA guidelines for certain years of experience.

This position will support the IT / Digital Services function of the Project Management Office. This job will be open until filled.


Preferred candidates will have demonstrated experience in:

  • Leading a multi-disciplined project management group
  • Managing multiple, concurrent, complex, multi-million dollar projects
  • Developing and implementing consistent processes and procedures within a department

  • IT planning and project development process

  • IT infrastructure projects

  • IT system development

  • PCI, NERC-CIP standards

  • Utilizing project management software

  • Professional Project Management (PMP) or Certified Scrum Professional (CSP)
