General Overview

*This position will be open until filled. 

 

Incumbent will act as environmental lead on various construction and maintenance projects.  The preferred candidate will have expertise with US Army Corps of Engineer (USACE) permitting, spill prevention, control and countermeasure (SPCC) plans, storm water, and other environmental disciplines related to construction and maintenance projects.  Incumbent will develop applications for environmental permitting, regulatory filings and environmental plans and procedures.  This position will require frequent day-travel to water development projects.  The preferred candidate will be a licensed professional engineer in the State of Texas with SPCC plan experience, however this is not a minimum requirement. 

 

At an intermediate to senior level, analyzes environmental data and administers environmental programs.  Assesses programs and performs complex incident investigations.  Researches, develops and implements environmental policies and procedures.  Gathers and analyzes complex environmental data.  This position utilizes in-depth knowledge of best practices and experience in own discipline to provide and improve services.  Takes a new perspective to solve complex problems.  Works independently and receives minimal guidance.  Acts as a resource for colleagues with less experience.  May direct the work of other staff members. 

  • Provides environmental consultation and serves as an environmental resource for LCRA staff. Participates on various internal working groups and committees as necessary. Interprets regulatory requirements and develops and implements procedures to ensure compliance and manage impacts to environmental and operational activities. Prepares and presents environmental training topics to internal staff.
  • Gathers, analyzes, documents and tracks environmental data.  Analyzes trends and develops solutions.
  • Prepares complex reports and participates in group reporting activities.  Evaluates facilities’ environmental recordkeeping activities and practices and develops solutions to ensure compliance.  Prepares and participates in developing communication materials.
  • Performs complex site assessments, including environmental impact and risk assessments of current and proposed facility operations and activities.  Performs complex environmental inspections, audits and incident investigations.  Develops cost proposals for environmental site assessment, sampling and remediation.  Reviews plans, issues permits, inspects construction sites and responds to complaints.
  • Participates in the research, development and implementation of environmental policies and procedures.
  • Provides expertise in project planning related to environmental issues.  Prepares environmental plans for LCRA projects. 
  • Responds to environmental emergencies by participating in clean up events and providing assistance to other departments as needed. 
  • Communicates with regulatory agencies as necessary.  May represent the LCRA in external professional associations; before regulatory bodies; local governments; and/or civic organizations as required.  Performs public outreach by giving presentations at schools, various civic events and for other interested groups.
  • Performs work by traveling independently or with other staff to various, sometimes remote locations (substations, transmission line rights-of-way, power plants, water systems, etc.) as scheduled.

Minimum Qualifications

Six or more years of experience in assessment, interpretation, implementation or administration of environmental regulations, programs or policies, including experience with preparing technical reports and communicating with regulatory agencies.  A degree(s) in environmental science, chemistry, wildlife biology, geology, ecological management, conservation science, business, engineering, risk management or relevant field may be substituted per LCRA guidelines for certain years of experience.
