General Overview

LCRA is seeking an experienced recruiter who is passionate about the field to provide leadership in this area to support strategic objectives and achieve day-to-day results. The ideal candidate will be an effective communicator, a compassionate  leader, an analytical thinker and a flexible problem-solver, who has both agency and corporate recruiting experience. Additionally, the ideal candidate will have strong internal business partnership skills and will be highly capable in developing and fostering effective partnerships with external organizations.


This position directly leads a small team of two senior recruiters. The ideal candidate will have a supportive, encouraging and empowering leadership style that achieves results and fosters exceptional performance.

At an expert level, facilitates the hiring process and consults with hiring managers to develop and execute recruitment strategies and tactics for all levels across the organization. Partners with department leaders to attract and acquire a highly talented and diverse work force. Guides and trains managers in applicant screening and interviewing techniques to determine applicant qualifications, capabilities and experience. Develops and/or oversees internship, college recruitment, or other pipeline and community outreach programs. Utilizes and fully understands PeopleSoft HRIS and applicant tracking systems. Discovers and utilizes best practices and experience in sourcing, screening and human resources to provide and improve services. This position requires specialized depth and/or breadth of expertise. Interprets business issues and recommends best practices. Solves complex problems; takes a broad perspective to identify innovative solutions. Works independently, with guidance in only the most complex situations. May lead functional teams or projects and/or supervise the work of team members.


  • Partners with business leaders and HR team members to maintain awareness of staffing plans including current and potential vacancies, new positions, reductions, transitions, etc. Supports strategic workforce planning vision and activities through sourcing externally as well as identifying internal candidate pools.
  • Facilitates hiring and internal transfers to ensure best qualified and diverse talent identification and utilization. Works with management to identify key positions and constantly scans environment to understand potential opportunities as well as future candidates.
  • Partners with hiring managers to clearly define candidate success factors. Screens, interviews and recommends prospective employees for employment. Assists hiring managers with development and/or review of interview questions, selection instruments and interview documentation. Participates on interview panels as necessary.
  • Effectively develops and improves a variety of value-added sourcing methods such as networking, targeting advertising and database mining to identify candidates for existing and future needs.
  • Develops and maintains relationships with candidate pool for key positions that may be created or become vacant, including specialty areas and areas which may be experiencing a tight labor market. Fosters relationships with active and passive candidates. Verbalizes positive attributes of LCRA employment and conveys value to potential candidates from all backgrounds and communities. Understands motivations, needs and interests; listens and influences candidate decisions.
  • Maintains relationships with external sources of talent such as colleges, universities, technical schools and industry experts. Builds relationships with organizations and peer groups appropriate to build strong candidate pools in industries applicable to LCRA. Travels to and participates in career fairs.
  • Coordinates the use of temporary workforce by collaborating with managers and temporary agencies for new job openings, operational and performance issues, report reconciliation and terminations.  
  • Maintains awareness of organizational culture. Promotes a diverse and inclusive work environment.
  • Conducts all work activities in accordance with LCRA policies and applicable laws and regulations, as well as in alignment with LCRA business objectives.
  • Travels to locations throughout LCRA service territory to meet with managers and employees to discuss human resources issues and address customer needs as required.

Minimum Qualifications

Twelve or more years of experience in human resources, including at least five years of experience in talent acquisition or recruiting. A degree(s) in human resource management, business administration or relevant field may be substituted per LCRA guidelines for certain years of experience.

  • Degree in human resource management, business administration or relevant field
  • HR certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP)
  • Experience in developing and maintaining strong, diverse pools of talent for a wide range of positions including craft, technical and professional roles, in both the public and private sector
  • Strong demonstrated use of social media and digital methods of candidate sourcing
  • Demonstrated experience in managing staffing projects that include career fairs, internships, apprenticeship or similar programs
  • Demonstrated record of building and nurturing business partnerships designed to cultivate and maintain strong talent pools
  • Demonstrated track record of strategic candidate sourcing; i.e. understanding a company’s current strategic roles and applying a recruitment strategy to meet the business need
  • Demonstrated skill in partnering with business leaders to understand their needs, address challenges and solve problems and help to achieve their objectives
