General Overview

At a senior level, analyzes ownership of property prior to acquisition of easements, determines LCRA and LCRA TSA’s rights on parcels, and develops cost estimates when potential projects require acquisition of new easements or property in fee.  This position is responsible for identifying landowners requiring notification prior to filing CNN (Certification of Convenience and Necessity) applications.  This position utilizes in-depth knowledge of best practices and experience in own discipline to provide and improve services.  Employs creative perspectives to solve complex real estate problems.  Works independently and receives minimal guidance.  Acts as a resource for colleagues with less experience.  May direct the work of other staff members.


  • Researches and examines titles to property.
  • Provides due diligence for potential acquisitions by reviewing and analyzing internal records, legal documents, line and parcel configuration, and engineering drawings.
  • Conducts initial market analysis and estimates individual property valuations by applying appropriate appraisal and financial methodologies.
  • Manipulates data and utilizes GIS techniques to analyze real estate in support of acquisitions, divestments and property management.
  • Analyzes property boundaries, resolves ownership issues, and manages property owner correspondence in support of complex regulartory permit applications.
  • Provides survey support by researching and analyzing metes and bounds descriptions and related documentation.
  • Provides interpretation, analysis and management of legal documents.
  • Manages “front end” project work flow to ensure scheduling and delivery of required information and results.
  • Oversees contract abstractors, title examiners, and document specialists as required.
  • Performs work by traveling independently or with other staff to various LCRA locations and/or county offices as necessary.

Minimum Qualifications

Nine or more years of experience in real estate appraisal, land acquisition, title research, landowner relations, contract negotiation, or utility infrastructure project coordination.  A degree(s) in real estate, project management, business, law, engineering, environmental science, geographic information systems, or a relevant field may be substituted per LCRA guidelines for certain years of experience.


Driver’s license

Specific Posting Information

  • 5 years appraisal experience including appraisal of vacant land, farm and ranch, commercial properties, residential properties
  • Preferably be a Certified General Real Estate Appraiser
  • Complete compensation summaries
  • Complete acquisition cost estimates for potential Right-of-Way routes
  • Conduct comparable sale data/market research
  • Complete market analysis
