General Overview

Supervises, coordinates and directs activities of staff responsible for transmission asset management activities, including business systems analysis, transmission system maintenance coordination, and work management system maintenance. Provides technical oversight, coordination of work and resolution of issues for all areas reporting to this position. Establishes, maintains and ensures consistent application of the Computerized Maintenance Management System (CMMS). Ensures compliance with regulatory standards.

  • Provides leadership and direction to staff. Hires, trains, assigns work, evaluates and manages performance, determines compensation of subordinate staff in compliance with human resources policies and handles all aspects of staff supervision. Maintains awareness of department issues and responds to employee needs and concerns. Communicates with employees to ensure accurate and timely dissemination of information.
  • Provides leadership and direction to business systems analysis activities related to transmission asset management. Ensures functionality and efficient use of technology systems to support LCRA TSC operations and maintenance. Develops partnerships with business work groups to identify technical solutions for their business problems. Leads transmission asset management and process improvement activities.
  • Provides leadership and direction to work management system activities. Provides oversight to analytical and quality assurance tasks in support of maintenance planning and asset management functions.
  • Provides leadership and direction to transmission system maintenance coordination activities. Ensures the assessment, coordination, scheduling and prioritization of maintenance, repair, capital improvement project (CIP), and customer work activities for the transmission system. Leads the identification of short- and long-term transmission system maintenance, repair, CIP and customer work needs. Develops reliability improving initiatives, processes and programs.
  • Ensures appropriate processes, procedures and records are developed and maintained within the department. Implements work processes that improve efficiency, effectiveness and quality.
  • Creates and maintains reports and queries to ensure compliance of the CMMS with the LCRA TSC Maintenance Standard, LCRA Right-of-Way Management Plan, and regulatory standards.
  • Provides data analysis, metrics, reports, and work forecasting services to other departments.
  • Coordinates with Information Technology resources for the proper implementation of CMMS system upgrades, rollouts, improvements or any changes that affect Transmission Asset Management practices.
  • Creates algorithms and analyzes data to provide recommendations for capital improvement projects.
  • Develops and delivers various reports and presentations to management, executives and other stakeholders.

Minimum Qualifications

Nine or more years of experience in transmission operations, maintenance, planning, engineering or information technology. A degree in business, computer science, information systems, electrical power theory, electronics, instrumentation, controls, industrial or mechanical maintenance or relevant field may be substituted per LCRA guidelines for certain years of experience.
