  • General Overview

    In support of LCRA’s Enterprise Operations group, which includes Fleet Operations, Facilities Services, Real Estate Services, Project Management Office, and Safety Services, the Business Optimization team is responsible for business operation optimization, change management, audit and Board coordination, reporting, records, and system support for the functional areas within Enterprise Operations.  This posting is for a Senior Business Optimization Analyst on the Business Optimization team.

    General Overview

    At a senior level, provides strategic analysis of business information and systems in order to reduce cost, improve quality and provide for more informed strategic decisions. Serves as a liaison between technical staff and end-users of software application(s) to ensure functionality and efficient use of systems to support moderately complex business processes. Develops and maintains information databases, performance tracking systems and resource planning and analytical tools. Analyzes business processes and user needs, documents requirements and processes and translates into requirement specifications. Designs new or modified tools, processes and procedures to solve complex problems considering limitations and desired results. Leads process improvement efforts and communicates changes. May develop training materials, write documentation and train users. This position utilizes knowledge and experience in own discipline but is still building higher-level knowledge and skills. Receives a moderate level of guidance and direction from supervisor, manager and/or more experienced colleagues.

     

    • Acts as the liaison between business departments and technical staff to enable technical solutions to business needs, either through development of new software or through purchase and configuration of software. Develops business cases for technical solutions and participates in build vs. buy decisions on technology project teams.
    • Analyzes business operations to understand process strengths and weaknesses to determine opportunities to improve processes and functions. Designs new or modified processes to enable solutions.
    • Analyzes external market conditions, available system upgrades, industry best practices and other information critical to business processes.
    • Interprets data, draws relevant conclusions and assists with developing optimal recommendations to staff and management.
    • Develops and implements analytical tools and reports in support of LCRA's processes and mission.
    • Documents business requirements to be used in developing technical solutions. Manages changes to system requirements from project initiation to final implementation to ensure that requirements have been met.
    • May provide support to end-users of process and/or applications in areas such as: assigning user access, coordinating review and audit of user access, designing training materials, training end-users, designing and delivering complex reports in support of business operations, maintaining online documentation, researching and correcting moderately complex system errors and tracking issues and resolutions.
    • May specialize in a particular enterprise applications, partners with technology staff and vendors as needed in software development, configuration and/or upgrade/enhancement efforts.
    • May lead the development and implementation of standardized procedures for business systems analysis, business process mapping and business requirements documentation.
    • May utilize business process management tools to translate process maps and process measurements into system level implementation. May provide recommendations on selection/upgrades of these tools.
    • May provide on-going support and maintenance of systems as well as performs scheduled activities related to applicable systems.

    Minimum Qualifications

    Optimization Analyst Sr.

     

    Nine or more years’ experience in operations analysis, process improvement, project management, business systems analysis or financial analysis. A degree in, business, economics, finance, computer science, information systems or relevant field may be substituted per LCRA guidelines for certain years of experience.

     

    Optimization Analyst II

     

    Six or more years’ experience in operations analysis, process improvement, project management, business systems analysis or financial analysis. A degree in, business, economics, finance, computer science, information systems or relevant field may be substituted per LCRA guidelines for certain years of experience.

    Preferred Qualifications

    Successful Business Optimization employees come from a variety of backgrounds.  Below is a list of preferred systems experience, and a candidate could be preferred with experience in only one or two of the below-listed areas:

    • Maximo or similar work management systems
    • PeopleSoft or other enterprise resource management systems
    • SQL code writing
    • Microsoft Project or Oracle Primavera P6
    • Tableau
    • Demonstrated process improvement experience
