  • General Overview

    At a senior level, performs and coordinates the activities of engineering and technical staff responsible for system engineering, documentation and software support of the Energy Management System (EMS). This position utilizes in-depth knowledge of best practices and experience to provide and improve processes in power system modeling and analysis. Takes a new perspective to solve complex problems related to EMS.  Works independently and receives minimal guidance.  Acts as a resource for colleagues with less experience.  May direct the work of other staff members.  This position focuses on technical knowledge of EMS, SCADA and modeling and analysis of power systems and performs a combination of the following duties: 

    • Provides support to Advanced Network Applications such as State Estimation, Contingency Analysis
    • Reads and interprets power system one-line diagrams and determines modeling requirements to model the components in EMS System
    • Performs model updates at ERCOT and LCRA EMS System
    • Implements and manages all activities to ensure compliance with all applicable ERCOT and NERC requirements.
    • Provides on-call support for EMS

     

    At a senior level, provides software and hardware support for LCRA TSC’s real-time controls environments including the Energy Management Systems (EMS) and Substation Wide Area Network (SUBWAN), associated ancillary systems and servers in areas such as design, development, user administration, configuration, deployment, installation, tuning, monitoring, maintenance and updating.  Participates in managing incidents, problems and anomalies including recognition, analysis and resolution. Maintains awareness of NERC, FERC and ERCOT Reliability standards including Critical Infrastructure Protection Standards. Ensures compliance with applicable NERC standards. Participates in maintaining Availability of the controls environments.  Documents changes made to systems or equipment through appropriate change management, communications and record keeping practices.

    The Administrator may focus on one of the four areas outlined below:

     

    Database Administration

     

    • Configures and sets up alarms, limits, ratings, and calculated points in EMS consistent with Transmission Engineering and Transmission Operations and EMS Technical Support's methodologies.
    • Provides data from EMS database by writing basic SQL queries.
    • Manages user's access to EMS databases and EMS User Interface.
    • Supports adding/modifying/removing remote terminal units (RTUs) in the Energy Management System (EMS) database in conjunction with work happening in the field using EMS specific processes.

     

     Application Administration

     

    • Provides technical expertise on EMS/SCADA application features and functionality.
    • Provides support to EMS/SCADA system software and applications by developing new applications as well as troubleshooting issues and working on fixes.
    • Works with EMS/SCADA and other application vendors for upgrades and routine maintenance.
    • Checks for security patches and follows change management procedures to install and test patches.

     

    Network Administration

     

    • Maintains the Network Infrastructure associated with the EMS and SUBWAN.
    • Troubleshoots network systems including local area networks (LAN), wide area networks (WAN), and networks supporting substation operations.
    • Maintains and configures firewalls, routers, and switches using standard protocols.
    • Creates and maintains numerous VPN’s and new firewall additions.
    • Maintains network management software.
    • Researches, analyzes and implements software patches or hardware changes to fix any network deficiencies.
    • Drafts, updates and follows detailed work instructions relating to network maintenance using established processes and procedures.
    • Identifies best and cost effective network solutions that meet stringent security and availability requirements.
    • Support the asset identification/categorization process for devices/servers in the EMS and SUBWAN environments for regulatory purposes.

     

    System Administration

     

    • Performs periodic patching of Linux based servers and ancillary systems. Tests the EMS applications functionality after patching.
    • Checks patch sources for applicable patches and prepares change documentation.
    • Develops custom scripts to help with administration and maintenance of EMS applications and servers.
    • Provides password management and user management.
    • Performs periodic backups and test restoration of backups.
    • Resolves operational issues with EMS software and applications.

    Minimum Qualifications

    Nine or more years of experience in the respective focus area.  A degree(s) in computer science, information technology, telecommunications, engineering, or relevant field may be substituted per LCRA guidelines for certain years of experience.

    • Knowledge of electrical power transmission theory
    • Knowledge of EMS and associated communications systems
    • Advanced skill in reading and interpreting diagrams and prints
    • Skill in analyzing and solving complex problems using creative thinking
    • Skill in verbal and written communication
    • Skill in establishing and maintaining effective working relations with peers, teams, users, managers and vendors
    • Skill in meeting deadlines
    • Ability to work in a team environment
    • Ability to balance competing and high priority work demands 

    Preferred Qualifications

     

    A degree in Electrical Engineering. Masters degree with specialization in Power System is preferred. Six or more years of experience in Power System Analysis, modeling, EMS and SCADA Systems. Experience with using GE Reliance EMS System will be useful.
