  • General Overview

    This position is critical to implementing a $1.5B critical infrastructure capital plan over the next five years. The successful candidate will have strong leadership experience and be skilled in setting clear goals and objectives, maintaining an unwavering priority on safety and effectively partnering with others to achieve results. The successful candidate will have exceptional interpersonal and communication capabilities, strong critical thinking skills with the ability to balance creativity and practicality to solve problems and have keen business acumen. The successful candidate will be immediately charged with implementing broad culture change throughout their team to enhance professionalism and accountability.


    This position is responsible for a team of approximately 300 employees – a mix of 10% professional and managerial staff and 90% field supervisors and craft/technical staff – across a wide service territory in Texas. This position also provides oversight to approximately $200M in outside contractor work.


    Manages and directs overall activities of field services that are responsible for constructing and maintaining the LCRA Transmission System and providing various services to internal and external LCRA customers. Develops and implements departmental management systems, annual budgets, work priorities, related schedules and long-term strategic plans. Provides strategic planning and vision for overall direction of department and how its work accomplishes LCRA's mission.


    • Provides leadership and direction to staff. Hires, trains, promotes, assigns work, evaluates and manages performance and handles all aspects of staff supervision. Maintains awareness of department issues and responds to employee needs and concerns. Communicates with employees to ensure accurate and timely dissemination of information.
    • Develops and/or implements policies and procedures.
    • Manages internal and external resources to provide required services. Establishes and maintains business practices, prepares proposals, establishes commitments, and ensures customer satisfacation.
    • Leads staff to evaluate and propose use of innovative technologies and new practices. Develops technical and leadership skills within department.
    • Develops and manages multiple department budgets. Ensures appropriate records are maintained for personnel, budget requirements, capital equipment, management systems, policies and procedures.
    • Provides oversight and testimony, as necessary, in regulatory and legal proceedings such as transmission cost of service rate cases.
    • Makes presentations to LCRA management, LCRA Board and LCRA customers as required.

    Minimum Qualifications

    Twelve or more years of experience in the maintenance, construction, engineering, project management or operations associated with large-scale infrastructure, including experience preparing and managing annual budgets and supervising employees. A degree(s) in engineering, business, construction management or relevant field may be substituted per LCRA guidelines for certain years of experience.


    Preferred Qualifications

    • Five or more years of experience in an electric utility transmission system environment
    • Skill in developing strategies to achieve organizational objectives, and also in settig clear goals for multiple teams
    • Skill in balancing competing high priority work demands
    • Demonstrated ability to establish credibility, trust and partnership at all levels of the organization
    • Effective interpersonal skills including the ability to collaborate, influence, negotiate, resolve conflicts and effectively coach both managers and employees
